Enacted two years after the U.S. annexation of Hawai’i, the Organic Act ensures the dominance of the English language in the new Territory of Hawai’i by providing that all government business must be conducted in English only. The very act of speaking Hawaiian is forbidden and severely punished in schools; teachers even pay home visits to reprimand parents for speaking Hawaiian to their children in their own homes.
